Os textos serão liberados seguindo a ordem alfabética do nome do candidato. Neste sábado (19), serão publicadas as matérias referentes aos candidatos Renan Santos, Ronaldo Caiado e Rui Costa Pimenta. Na primeira parte do plano, o Missão propõe um “ajuste fiscal urgente” por meio da desindexação de benefícios previdenciários e assistenciais do reajuste do salário mínimo. Com isso, os reajustes seriam limitados à variação da inflação, sem qualquer ganho real, como ocorre hoje. A “revisão” do abono salarial, a redução de renúncias fiscais, o fim dos “supersalários” e uma reforma da Previdência compõem o ajuste fiscal que chegaria a R$ 1,1 trilhão até 2031, segundo cálculos do candidato. Renan Santos também propõe desvincular os pisos mínimos da saúde e educação da chamada receita corrente líquida (RCL). Atualmente, os gastos com saúde e educação são definidos com base na RCL da União, sendo 15% para saúde e 18% para educação. O fim da vinculação dessas despesas abre espaço para cortes nessas áreas. Municípios e infraestrutura O plano de governo prevê ainda a criação da Comissão Federal de Gestão Pública para estabelecer critérios de avaliação de prefeituras, com previsão de “tutela” federal sobre cidades consideradas com gestão ineficiente. Outra proposta do partido Missão é acabar com o Bolsa Família para substituir o programa por “Frentes Cidadãs”, que seria um “trabalho remunerado em prol da comunidade”. Na infraestrutura, o candidato promete dobrar os investimentos na área até chegar a 4% do Produto Interno Bruto (PIB) e ampliar a malha ferroviária de 30 mil para 40 mil quilômetros de extensão por meio do “espaço fiscal” que o corte de gastos abriria, segundo calcula o partido. Segurança A proposta do candidato presidencial do Missão prevê ainda declarar “guerra ao crime” por meio da publicação de decretos de “Estado de Defesa”, que implementariam, na visão do candidato Santos, uma legislação específica chamada de “Direito Penal do Inimigo” para processar e julgar membros de organizações criminosas. Entre as mudanças, estaria a dissolução de “entidades públicas ou privadas infiltradas pelo crime organizado”; julgamento de casos em “tribunais especializados com magistrados selecionados”; e federalização de todos os processos envolvendo facções. Saúde e cultura Na área da saúde, Santos promete novos critérios para fila do atendimento do Sistema Único de Saúde (SUS), que priorize a gravidade de cada caso, além da criação de um programa de saúde e tecnologia que combine telemedicina, diagnósticos por Inteligência Artificial (IA), entre outras medidas. Para a cultura, o candidato promete fundir o Ministério da Cultura com o da Educação, transferir recursos da cultura para segurança, além de revisar a Lei Rouanet, que prevê benefícios fiscais para empresas que apoiam projetos culturais. Educação Na educação, o candidato propõe a adoção do “sistema fônico de alfabetização”, ampliação das escolas cívicos-militares, com “ordem disciplinar rígida” e redução de repasses para escolas menos “ordeiras”. Renan Santos promete ainda abolir as cotas na educação brasileira e acabar com a autonomia universitária, que concede às universidades independência pedagógica e administrativa, para instituir um “alinhamento estratégico” das instituições públicas de ensino superior com o governo federal. Terras raras e política externa O plano de governo propõe ainda a celebração de acordos bilaterais com Estados Unidos (EUA) e a União Europeia (UE) na área de terras raras, mas não cita a China, que lidera a corrida comercial global no setor. No plano internacional, o plano do candidato Renan Santos prevê o Brasil como “Árbitro do Sul Global” que “lidere” a América do Sul e rejeita o “alinhamento ideológico automático” com os EUA. Favelas O plano de governo de Renan Santos propõe ainda a “desfavelização” do Brasil, no prazo de dez anos, por meio da conversão de favelas em “bairros formais”. O plano prevê a instituição de hipotecas de R$ 200 a R$ 500 para os beneficiários. Além disso, propõe o prazo de 48 horas para demolição de construção habitacional não legalizada e a criminalização de quem organiza ocupações consideradas irregulares. Segundo a campanha do candidato, o projeto custaria entre R$ 1,2 bilhão e 1,5 bilhão, recursos que superam os limites permitidos de aumento de gastos hoje definidos pelo arcabouço fiscal. O plano prevê, contudo, que o Tesouro Nacional ficaria com R$ 50 bilhões a 85 bilhões dessas despesas ao alegar que o programa “se autofinancia” por meio de hipotecas e recursos advindos do Imposto Predial e Territorial Urbano (IPTU) nas novas áreas ou da “recuperação do furto de energia”.
