The university’s six-week programme covers canine behaviour, obedience, safe handling and animal welfare laws; it also aims to address the shortage of qualified trainers and reduce pet abandonment linked to behavioural problems
Roughly one in three unattended dogs captured by Hong Kong authorities had been euthanised as of May this year, a sharp rise from 18 per cent in 2021, according to the latest legislative documents. The proportion of captured unattended dogs later reclaimed by their owners or transferred to animal welfare groups for rehoming has also fallen over the past five years, the Environment and Ecology Bureau told lawmakers on Wednesday. Once known as "The Land of a Million Elephants", only an estimated 800 elephants remain in Laos, as deforestation and exploitation push the species closer than ever to the brink of extinction. Despite the dwindling numbers, a Frenchwoman has made it her mission to give ageing elephants a new home, buying them from their abusive owners. Plans include stronger licensing of pet owners and breeders, along with microchipping and other measures to track dogs and curb pet abandonment; proposed stray dog management programme to cover sterilisation, vaccination, designated feeding centres and shelters as authorities seek a comprehensive solution
Hong Kong animal welfare activists say they will forge ahead with microchipping stray dogs despite the heightened legal risk after authorities charged an advocate who engaged in the practice during an investigation into the death of a cyclist. The advocates argued that charging dog rescuers was counterproductive and renewed their calls to implement a comprehensive “trap, neuter, release” programme, while the government said allegations it engaged in “convenience culling” were untrue. The...

The calls echo comments by Secretary for Environment and Ecology Tse Chin-wan, who said on Wednesday that authorities would look at whether existing penalties for pet abandonment should be strengthened and bring suggestions to the...
Hong Kong authorities have charged an animal welfare activist after a stray dog captured during an investigation into a suspected fatal canine attack on a cyclist in Yuen Long was found to have a microchip registered in his name. The Agriculture, Fisheries and Conservation Department and police have been conducting operations to capture stray dogs in the area following the suspected attack on Sunday. Police suspect a pack of dogs attacked a 27-year-old woman, who was found unconscious beside a...
Animal welfare groups in Hong Kong have called for closing a legal loophole in pet ownership laws to better protect public safety, as authorities pledged to review stray dog policies following Sunday’s suspected fatal mauling of a woman. The groups suggested that, based on their experience, the 27-year-old victim was likely attacked by former warehouse guard dogs rather than strays. But existing legal provisions make it difficult to prosecute owners who fail to microchip or properly secure their...
