O presidente dos Estados Unidos (EUA), Donald Trump, anunciou acordo com donos de bigtechs de Inteligência Artificial (IA) para uma autorregulação voluntária com previsão de mecanismos de segurança e controle em meio ao crescente temor da sociedade estadunidense em relação aos riscos da expansão da IA. Trump e líderes das gigantes da IA ainda reforçaram o compromisso com a expansão dos data centers – que são os centros de processamentos de dados para sistemas de inteligência. Entre as medidas previstas na autorregularão anunciada por Trump, está a implementação de “controles internos” para monitorar os sistemas de IA e “garantir que seus modelos não invadam ou acessem sistemas técnicos de maneiras não intencionais”. Na última semana, um sistema da OpenAI invadiu uma base de dados do serviço público de saúde da Austrália. A companhia dos EUA alegou que a ação foi “involuntária” e que adotaria medidas para evitar novas invasões a outras empresas ou instituições. O documento ainda prevê a capacitação de uma equipe interna em cada empresa para monitorar os sistemas de IA, além de parceria com auditor externo independente e criação de comitê também independente para supervisionar os relatórios sobre a segurança no uso da IA. “Juntas, essas etapas darão a cada empresa, seus clientes e ao público a confiança de que a tecnologia está operando conforme o esperado”, diz o documento. Regulação X autorregulação O governo Trump tem rejeitado impor limites ao desenvolvimento da IA por meio de uma regulação legal, mesmo diante de pedidos da própria indústria. O documento assinado ontem na Casa Branca afirma que “com o tempo, pode fazer sentido codificar essas etapas em leis ou regulamentos”, adiando qualquer decisão por uma regulação do setor. Um dos riscos apontados é de que a IA banalize ataques cibernéticos por meio da invasão de sistemas de outras empresas e instituições. Outros riscos associados à IA são os impactos sobre o mercado de trabalho, sobre a economia e também devido ao uso da tecnologia por criminosos para aplicar golpes cibernéticos. O dono da Meta, Mark Zuckerberg, que controla Facebook, Whatsapp e Instagram, afirmou que a ideia do acordo é “transmitir confiança” ao povo estadunidense e aos clientes de que a tecnologia funciona “da maneira que pretendemos”. “A ideia não é que isso seja a única coisa que faremos. É um começo e um acordo que todo o setor pode adotar”, disse Zuckerberg. O CEO da Anthropic, Dario Amodei, que tem feito alertas para os riscos do avanço da IA, acrescentou que segue acreditando que a tecnologia apresenta riscos “muito reais”. “E, veja, o mecanismo — a forma como lidamos com esses riscos — ainda está sendo discutido. Mas todos precisamos trabalhar juntos para garantir que possamos vencer, e vencer com segurança”, comentou. Superinteligência No mesmo dia, o presidente Trump assinou uma Ordem Executiva para que todos os documentos oficiais do governo dos EUA passem a chamar a inteligência artificial de superinteligência. “O termo superinteligência captura de forma mais apropriada a promessa, o potencial e as capacidades em rápido avanço dessas tecnologias”, diz o documento. Analistas críticos da IA, como o cientista brasileiro Miguel Nicolelis, apontam que o termo “inteligência” da IA é uma metáfora ou estratégia de marketing para sugerir que a tecnologia possui capacidades humanas que, na realidade, os sistemas não dominam. Seria uma forma de valorizar os serviços que as gigantes da tecnologia vendem.
